Áno, závislý človek by mal "razítko" napríklad od odborníka na liečbu závislostí.
Dealer, dokonca aj závislý, by si dávku od štátu na ďalší predaj kúpiť nemohol. Dostal by ju len preukázateľne závislý človek a musel by si ju aplikovať pod dozorom (aby ju nemohol predať). V princípe by to fungovalo ako o niečo prísnejšia verzia liekov na predpis. V niektorých štátoch to aj tak funguje:
